Turn to 10 WARWICK, R.I. — A man was charged in a New Year’s Eve street race which turned fatal. Daniel Racine, 29, appeared in court Friday to be formerly charged with the death Antonio “Tony” Vargas. Racine had been indicted by a grand jury last month. |
